The residence permit program without gainful activity (residència sense activitat lucrativa) is regulated by Law 9/2012. This status is suitable for investors, rentiers, financially independent individuals, and owners of international businesses whose income is generated outside Andorra. Under the program requirements, the principal applicant purchases real estate worth at least EUR 400,000 or invests at least EUR 600,000 in financial instruments. To maintain resident status, the investor only needs to spend at least 90 days in the country per calendar year. The Andorran residence permit is issued to a foreign national for 2 years and may subsequently be renewed.
The maximum personal income tax rate for residents is 10 %, the corporate tax rate is 10 %, and the consumption tax rate (IGI, equivalent to VAT) is 4.5 %. Wealth, inheritance, and gift taxes are levied at a 0 % rate.
To maintain resident status, a foreign investor only needs to spend at least 90 days per year in Andorra. This allows them to remain mobile and conduct business activities outside the country.
A foreign national may allocate investments among real estate, shares in Andorran companies, and financial instruments issued by Andorran entities. Investments may also be made in government debt, life insurance products, and a non-interest-bearing deposit with the AFA.
The investor may include a spouse or registered partner and minor children in the joint application. Residence permits may also be obtained for children aged 18 and over and parents of any age if they are financially dependent.

To obtain resident status, it is sufficient to purchase real estate approved by the Andorran government with a value of at least EUR 400,000.
