Brief overview of the program

D7 Visa (Visto D7), also known as the visa for financially independent individuals or retirees, allows non-EU citizens to reside permanently in Portugal if they have a stable passive income. The program was introduced by the Portuguese government in 2007 to attract wealthy foreigners.

The applicant must prove a monthly passive income of at least EUR 870 (the Portuguese minimum wage for 2025) and provide proof of housing in the country. The financially independent person visa allows entry for up to 120 days to submit an application for a residence permit. The residence permit is valid for 2 years from the date of issue and may be renewed for subsequent 3-year periods.

  • Right to employment

Although the visa is intended for individuals with passive income, D7 residents are allowed to work or run a business in Portugal.

  • Family immigration

The program allows residence permits for a spouse, children under 18, and financially dependent parents, provided the required income is increased accordingly.

  • Access to social benefits

Residents are entitled to use the Portuguese healthcare system and benefit from European-level education.

  • Pathway to citizenship

After 5 years of residence, it becomes possible to apply for Portuguese citizenship.
