About the program

Residencia Temporaria is a temporary residence permit in Uruguay for foreign nationals who plan to live in the country on the basis of employment, studies, entrepreneurial activity, financial independence, or other lawful grounds. The residence permit is issued for a period from 6 months to 2 years, with the possibility of renewal.

For citizens of Mercosur member states and associated countries, a separate format is available — Residencia Temporaria Mercosur. This status is issued for up to 2 years and may be extended once for an additional 2 years.

After obtaining Residencia Temporaria, the applicant becomes eligible to apply for citizenship. Foreign nationals who comply with legal requirements and have no criminal record may apply for ciudadanía legal after 3 years of residence if they have family in Uruguay, or after 5 years of residence if they do not.

Requirements for the applicant

  • Age: 18 years and older. For minors, consent from both parents is required.
  • Lawful entry: a document confirming lawful entry into Uruguay or a valid visa.
  • Clean record: no criminal record in the country of origin and countries of residence for the past 5 years.
  • Medical confirmation: a valid Carné de Salud issued by an authorized medical institution in Uruguay.
  • Vaccination: a certificate confirming compliance with Uruguay’s vaccination schedule under Decreto 136/2018.
  • Proof of grounds for residence: employment, studies, financial independence, or other lawful grounds.
Requirements for the applicant

Basic list of required documents

Identity document: a valid passport or national ID card.
Birth certificate (Partida de Nacimiento): apostilled and translated into Spanish.
Police clearance certificate (Certificado de Antecedentes Penales): from the country of citizenship and any countries where the applicant has lived for more than 6 months during the past 5 years, with an apostille.
Declaration of no international police or criminal records: completed manually by the applicant.
Vaccination certificate: confirmation of vaccinations under the Uruguayan schedule, issued by an official vaccination center.
Photo: 3 × 4 cm.
Confirmation of the date of entry into the country.
Carné de Salud: a medical certificate issued in Uruguay by an authorized medical institution, marked “apto para radicación”.
