Required documents

To participate in the São Tomé and Príncipe investment program, you must prepare the following:

  • a completed application form;
  • certified copies of the investor’s passport and the passports of all dependents;
  • criminal record certificates, no older than 3 months, from the country of citizenship and from all countries in which each applicant, over the age of 16, has resided for at least 1 year during the past 10 years;
  • proof of residence;
  • a certified copy of a birth certificate or other document containing information about the investor’s parents;
  • a statement of the legal origin of funds accompanied by bank statements;
  • a receipt for payment of the mandatory fee;
  • a preliminary check report issued by UCID;
  • a CV describing the investor’s and spouse’s education and work history;
  • 8 passport-sized photos for each citizenship applicant;
  • a certified copy of a college or university diploma;
  • an original letter of recommendation from a bank issued no more than 6 months ago;
  • an original letter from the place of work;
  • an original medical certificate;
  • a marriage or divorce certificate (if applicable).

Step-by-step process to obtain citizenship

The Sao Tome and Principe citizenship by investment process takes approximately 8 weeks and consists of 6 stages:

  1. Sign an agreement with a licensed agent.
    Investors cannot apply for São Tomé and Príncipe’s citizenship on their own behalf; they must contact the managing organization and sign an agreement.     The UCID forwards the investor’s case to the São Tomé and Príncipe Public Prosecutor’s Office for preliminary approval. After receiving the government agency’s response, the UCID director will make a final decision within 15 days.
  6. Make the investment and take an oath.
    If the UCID issues a positive decision to the investor, the investor must contribute funds to the National Transformation Fund within 90 days of receiving it. The government agency will then determine the date for the oath ceremony, which can take place in Sao Tome and Principe or at an embassy or consulate abroad.
  7. Obtain a passport.
    After the oath ceremony, a UCID officer will forward the investor’s file to the Central Registry for registration. The applicant pays the state fees for the passport, identity card, and citizenship certificate. The documents will be mailed to you; you do not need to visit São Tomé and Príncipe to receive them.

Citizenship without investment

Becoming a citizen of São Tomé and Príncipe is possible through investment, naturalization, or marriage. Practically speaking, however, foreigners rarely choose these paths because they must meet the Citizenship Law’s strict requirements.

A person must not have more than 2 foreign citizenships at the time of application. Otherwise, their application will be rejected. This rule does not apply to investors, who retain their original passports regardless.

Another unique rule is that if a person naturalizes in São Tomé and Príncipe and then receives citizenship in a third country, their São Tomé and Príncipe citizenship is lost. Furthermore, a person may lose their passport if they obtain it fraudulently using false information or fraudulent documents.
